According to the National Association of Home Builders (NAHB), home owners can still do both by utilizing federal energy efficiency tax credits. The American Recovery and Reinvestment Act of 2009 has been extended, allowing federal tax credits for San Diego residents who increase energy efficiency in their homes.
Qualifying water heaters (including tank-less), windows, air conditioning units and some appliances, insulation and roofing all are repairs falling under the 25C tax credit.
